Indigenous Oil Producers Urged to Use Local Resources

Indigenous participants in the Up-stream sub-sector of the Nigerian oil industry have been advised to make the use of local human and material resources in their activities a guiding principle. This advice was given by the Presidential Adviser on Petroleum and Energy, Dr. Edmund Daukoru, at the formal handing over ceremony of twelve marginal fields by the Shell Petroleum Development Company (SPDC) to sixteen indigenous operators in Port Harcourt last week. Daukoru, who was represented by the Director, Department of Petroleum Resources (DPR), Mr. Mac Ofurhie, noted that the handing over of the marginal fields to local participants was symbolic in the nation's oil production history as it marked the "commencement of the active participation of Nigerians in the operation of up-stream sector of the oil industry." While he admonished the new marginal field holders to make the dreams of the current administration a reality by growing into full upstream operators, he also told them to make the use of local facilities and resources their priority because "it is through this that the encouragement being given to you now would have multiplier effect". He commended the SPDC for the effort it put into making the handing over a reality and further urged that the it should not stop there, adding "much more is still expected from you in order to ensure that the program receives the kind of success government looks forward to". In his address, the Managing Director of the SPDC, Mr. Basil Omiyi, while welcoming the new entrants in to the industry, called their attention to the big tasks that they are going to face in the areas of community relation and technological challenges, he however, noted that the company would be there to assist them through with issues. Also responding of behalf of the new marginal field holders, Madam Beatrice Agama, who is the Director of Excel Exploration and Production Company Limited, praised the federal government for the transparency exhibited during the bidding process. She, however, noted that as much as what the SPDC and government have done were laudable, it was not going to be appreciated if taking the fields would mean receiving burdens they would not be able to bear, she then requested that the company change its current fiscal regime and reduce royalties.
