NEPA Unbundles Power Generation Sector
From Onyebuchi Ezigbo in Abuja, 11.29.2004
Minister of Power and Steel, Senator Liyel Imoke, would today perform the formal breaking-up of the electricity generation unit of National Electric Power Authority (NEPA) into a new set of autonomous business unit known as (GenCos). Sources at NEPA headquarters told THISDAY that the creation of new autonomous generation companies was prelude to the eventual transformation of the business units into corporate entities as soon as Electricity Power Reform Bill (EPRB) which would give it legal backing is passed into law. With today's exercise, NEPA's restructuring of the its component parts appear to have gone round the various key divisions that started with the breaking up of the Distribution units into 11 semi-autonomous companies (DisCos) in January and the Transmission Section in April, 2004. Imoke explained at a recent function that the plan of Federal Government was to effect divestment in both generation and distribution companies while retaining control of the transmission outfit. NEPA plans to build four new power stations across the country in the next two years to beef up generation capacity to about 6,500 MW by 2006. The proposed power stations were made up of four thermal stations to be sited at Geregu (Kogi), Al-Oji (Abia), Papalanto (Ogun) and Omotosho (Ondo) while the hydro-electric power stations would be located at Ikom, Mambila, Agbor, Lokoja and Zungeru. Under the restructuring programme, the distribution companies would handle the distribution and marketing of electricity while Transaysco would be responsible for network expansion, network third party access design and construction of transmission lines and sub stations. It is to handle security analysis, operations planning, real time operations, systems coordination, ancillary services, service restoration and preparation of reports.
