'Relationship Between Govs, LGs Have Improved'
From Josephine Lohor in Abuja, 11.29.2004
The relationship between local government council chairmen and state governors nationwide has drastically improved from what obtained during the first term of the Obasanjo administration. National Chairman of Association of Local Governments of Nigeria (ALGON), Honorable Baver Dzeremo, who stated this over the weekend, noted that "suspension of local government chairmen by governors has drastically subsided. The relationship between the two is not as bad as the first term during which well over 15 cases of governors sacked local government chairmen from Zamfara to Kaduna to Anambra States which was unconstitutional." Dzeremo, who said the change in relationship could be attributed to ALGON's position and its desire to entrench development and democracy, added that the association "is ready to cooperate with all tiers of government. Its being viewed as an opposition to other tiers of government has been erased. We are working for one goal which is the entrenchment of democracy." Speaking on the summit being organised by ALGON in collaboration with Revenue Mobilisation Allocation and Fiscal Commission (RMAFC), which kicks off today in Abuja and with the theme "Understanding the Dynamics of Revenue Allocation to Local Government Councils." The chairman said "issues that border on formula and disbursment of funds to local councils would be keenly discussed and debated." He noted that the summit, which would reposition ALGON in the scheme of things, would be an avenue "to generate awareness among the people and afford the local governments an opportunity to air their views about how much they require and how much actually gets to them." Dzeremo, who acknowledged that the issue of revenue formula had indeed generated a lot of interest, stated that "ALGON is however adamant that the few constraints left would be ironed out during the summit. ALGON is not in any way out to do battles that would truncate democracy. It would not engage in unnecessary heating up of the system.
