EU Monitors Commend 2005 Census Preparations

The European Union and its allies have commended Nigeria's effort at successfully prosecuting the national census scheduled to take place in the fourth quarter of 2005. Head of the EU Delegation and leader of the monitoring team, Dr. Elizabeth Omoluabi-Siegert who made the remark at the weekend, said the donor agencies have confidence in the ability of the NPC to conduct an accurate and acceptable national census come 2005. Siegert praised the commission's openness and accountability and added that they were satisfied with the level of co-operation the team got from the commission's staff in sourcing for needed information and materials. She said her team conducted their assessment report based on the action plan and activities so far executed by the population commission and that the report would be submitted to the organization's headquarters before the end of the year. EU in coalition with other foreign donor agencies have accepted in principle to pay about 52 percent of the Census bill estimated to cost Euros 113.5 million and it is expected that the positive report of the EU assessment team would assist in getting more support for the commission. The report showed that out of the 17 criteria contained in the team's assessment manual, NPC had been able to meet 10 of the criteria while the remaining ones are in various stages of fulfillment. "It clear from the foregoing that the key benchmarks set out in the NPC 2005 population and housing census strategy and implementation plan (August 2004) are continuing to be met. Furthermore, the financial commitments made by government and development partners indicate the seriousness with which census preparations are being undertaken", she said. The EU report however, called for the establishment of Internet facilities and website containing a population database that will assist with the dissemination of 2005 census data. It also noted a major risk in the tight schedule for preparations, which gives little leeway for deviation in event of any slippage as the census approaches, and suggested the development contingency solutions in the work plan by both NPC and EC.
