Senate President Extols Iwuagwu’s Virtues

Senate President, Adolphus Wabara, has described Sen-ator Amah Iwuagwu representing Owerri Senatorial district in the national Assembly as a blessing to the South East and an asset to his constituents. Speaking through his senior Special Assistant on political matters, Hon. Nze C. Esiaga, at the third synod of the Anglican communion Egbu Diocese held at Obibi Ezena, Imo State, Senator Wabara publicly acknowledge the role Senator Iwuagwu played in calling his attention and those of his colleagues to the likely implication of the 2004 budget if passed without intervention from the South East legislators in the national Assembly. The inclusion of several federal projects to Owerri zone, Imo State and indeed the South East in the 2004 appropriation act could not have happened were it not for the working paper Senator Amah Iwuagwu made available to us representing a critical and comparative analyses of the budget. From the document, the South East legislators were able to find out that the budget was very unfavourable to the South East especially in the area of capital appropriation. The intervention, which received the blessing and full support of the Senate President led to massive lobbying of the Executive and other legislators to ensure equitable allocation of capital projects. Part of the gains of the intervention accruing to Owerri zone is, a N450 million water scheme to be handled through the Anambra -- Imo River Basin Development Authority. The Water Project would cover, the Owerri West water supply scheme, Mbieri water project, and Regional water scheme in Umudim, Amimo, Afara and Uzoagba. Others are, Ikeduru Small Irrigation Project, Ngor-Okpala Small Earth Dam/Irrigation, Ezinihite Under Ground Water Project, Small Town Water Project, Owerri Zonal Water Project and the Owerri Otamiri Water Scheme. From the package released by the River Basin Authority, literarily, all the Local Government Areas in Owerri Senatorial Zone would benefit from the Water Projects. In the area of roads, Senator Iwuagwu after discussions with the Federal Minister for works and the Director for works Imo State was able to get some money appropriated for the rehabilitation of the federal roads leading into Owerri, the capital of Imo State under the Federal Emergency Road Management Agency (FERMA) scheme. Hon. Esiaga therefore urged the people of Owerri zone and indeed the South East to be patient with their representatives in the national assembly whom he said are walking through the tight ropes to attract Federal projects due to the lean resource available. It would be recalled that Senator Amah Iwuagwu, the chairman, appropriation sub-committee of the Senate Committee on Finance and Appropriation, raised an alarm that given the budget as presented by the executive, the South East would likely not enjoy any Federal Project in the 2004 budget. This revelation jolted his colleagues into action and for the first time in many years, the South Eastern States had a fair share of Federal Projects allocated to them. Until he joined the Senate, Senator Iwuagwu, an international financial consultant, was an expert on budgets and budgetary matters, politics and policies.
