Veterinary Council opens bids for Ilorin clinic, others

The Veterinary Council of Nigeria (VCN) on Thursday in Abuja opened bids for the rehabilitation of a veterinary clinic at Ilorin. There were also bids for the supply of veterinary equipment and books for three universities.

The universities that would benefit from the supply, after the Federal Executive Council (FEC) has given final approval, include Ahmadu Bello University (ABU), Zaria, University of Nigeria, Nsukka (UNN) and the University of Ibadan (UI).

Speaking shortly before opening the bids, VCN Registrar, Dr. Daniel Madu, said the open bidding system was in line with the Federal Government�s anti-corruption stance. He said though bid opening was not the same as award of contract, it was an important step towards promoting transparency in the way government business is carried out.

Madu listed pre-qualification, bid opening, bid analysis and tenders board meeting with members of the due process team as some of the steps a project is required to go through before final approval by the Federal Executive Council (FEC).

He told the 19 firms, which bid for the project, that putting the lowest bid was not a guarantee that the contract would be awarded to such a firm as some bidders sometimes do so just to get the job and either sell it or execute it poorly.

While bemoaning the poor funding of the council, Madu revealed that N100 million was allocated to the VCN this year and called on government to allocate more funds to it in the 2005 budget.
