Why pre-shipment inspection was re-introduced —Minister

KANO - THE Minister of State for Finance, Mrs. Nenadi E. Usman, has disclosed that the re-introduction of pre-shipment inspection on non-oil export products, which was suspended in 1999 is part of the economic reforms of the present government. Mrs. Nenadi speaking through Dr. J.O. Omotosho director of administration, Federal Ministry of Finance, in her keynote address during the public enlightenment seminar on pre-shipment of non-oil export, said reintroducing the scheme was aimed at diversifying the country’s export base and maximizing revenue generation.

The finance minister for state, explained that the scheme has the capacity to improve the volume, quality and commercial value of non-oil export products in the country, adding that it will also ensure that they conform with the recommendations of the International Standard Organization (ISO), adding that similar enlightenment seminars will be held in Aba and Lagos. Earlier, the director, Foreign Exchange and Trade Relations, Federal Ministry of Finance, Malam Jibril Zarewa, noted that the re-introduction of the scheme, which is in line with the economic realities in the country, is a welcome development in the non-oil export products.

Zarewa also said apart from diversifying   Nigeria's export base, the scheme will ensure repatriation of proceeds as well as check capital flight. He hinted that government had entered into a two-year contract agreement with Messer Cobalt International Service Limited, carrying out quality inspection, comparative verification and manufacturing of exports proceeds with relevant government agencies.

The director tasked the participants at the enlightenment to take every advantage of the seminar as well endeavour to interact effectively with the organizers.

His word: “you will certainly recall that between 1996-1998, the programme held sway, but due to wide range malpractices and irregularities recorded, the scheme was suspended in 1999."
