The government is taking appropriate steps to stem the tide of undue militancy and we are confident that reason and the law will prevail. <BR><BR>The president was speaking about the Delta crisis for the first time following talks with Moujahid Dokubo-Asari, the leader of an Ijaw ethnic militia group, who threatened to close down oil production unless his people were granted a bigger share of the wealth generated on their doorstep. <BR><BR>Earlier this week world oil prices briefly shot to record highs of over US$50 per barrel after Dokubo-Asari's Niger Delta People s Volunteer Force (NDPVF) vowed to launch a new offensive dubbed "Operation Locust Feast."<BR><BR>The militia group, which until then had been dismissed as a criminal gang by the government, warned all oil workers to leave their production facilities by Friday, when the offensive was due to begin.<BR><BR>However, Dokubo-Asari turned up unexpectedly in the federal capital Abuja on Wednesday for talks with the Obasanjo. <BR><BR>The self-styled rebel leader subsequently negotiated a tentative truce between his gunmen, who dart around the myriad creeks of the Niger Delta in speedboats, and the government forces hunting them down with naval craft and helicopter gunships.<BR><BR>As the discussions entered a third day on Friday, Dokubo-Asari said he was increasingly sceptical that they would seriously address his key demands, namely a greater share of the Delta's oil revenue and political autonomy for the eight million Ijaws, who constitute the largest tribe in the region.<BR><BR>Dokubo-Asari accused the government of positioning its troops to resume a four-week-old offensive against the rebels.<BR><BR>He said his men had spotted troop movements and manoeuvres by gunboats and helicopters near Port Harcourt, the hub of Nigeria's oil industry.<BR><BR>Captain Onyema Kanu, a spokesman for the military task force that has been conducting the offensive against the Delta gunmen, confirmed that troops had been sent out for routine operations.<BR><BR> The Task Force has never received any directive to stop, Kanu told IRIN.<BR><BR>Reuters reported that Dokubo-Asari was threatening to blow up a critical natural gas plant at Soku, about 50 km west of Port Harcourt, if his men were attacked.<BR><BR>The militia leader told IRIN that the Nigerian government was trying to play down the political issues he had raised, by inviting another Delta warlord, Ateke Tom, into the talks and moving discussions towards the resolution of differences between the two groups.<BR><BR> I will not allow them to trivialize the issues at stake, he said.  They created Ateke, and for me that s not the issue. <BR><BR>Human rights activists say both groups have links with politicians. Dokubo-Asari was linked to the opposition before last year's general elections. He has accused Ateke Tom's group of being supported by Obasanjo's People's Democratic Party (PDP).<BR><BR>The two groups have been involved in several bloody clashes in recent months.<BR><BR>Nigeria is the world's seventh-largest oil producer, pumping nearly 2.5 million barrels of crude per day.
