Lagos reverts to former 20 councils

LAGOS— THE Lagos State House of Assembly, yesterday, amended the law on the creation of 57 local governments in the state, to pave the way for reversion to the old 20 local government structure.

The Federal Government had, in reaction to the election of chairmen and councillors into the 57 local governments suspended the monthly statutory allocations to them because according to it, the councils were not listed in the 1999 constitution. The councils have since been practically grounded as they lack money to meet even their basic needs including payment of staff salaries.

The amendment was rushed through in 15 minutes, yesterday, making it the fastest ever passed by the House. The majority leader, Mr. Babajide Omoworare who moved the motion for the amendment stressed the need for the House to take the first, second and third readings in one fell swoop.

This position was seconded by the chairman of the House Committee on Local Government and Inter-Governmental Relations, Mr. Abdulateef Abdulhakeem, who said there was no reason to subject the amendment to a serious debate as the substance of the bill had not changed.

Presenting the bill for the second reading, the majority leader spoke of the need to separate the bill into schedules, with the first schedule listing the old 20 local governments in their original names while the second schedule would list the new 37 councils just created.

The bill was referred to the committee of the whole House which debated it in two minutes and passed it into law.
Other states like Niger, Ebonyi, Jigawa, Nasarawa and Sokoto which had a similar problem as Lagos had earlier reverted to the old structure.
