Nigerian legislature, most
independent in Africa � Masari
HOUSE of
Representatives Speaker, Alhaji Aminu Bello Masari has examined the place of the
country�s legislature and said it is the most independent in Africa.
The Speaker who stated this in Calabar,
Cross River State at a joint session of the state�s House of Assembly and
members of the House of Representatives on nationwide tour said Nigeria�s
legislature has always been free and fair in carrying out its oversight
functions.
Specifically, he said the independence of
the nation�s legislative arm cannot be compared to that of other countries on
the continent, remarking that they are not only "toothless but spineless".
"Our parliament is more independent than
all the African parliaments. In some countries that we visited, their
parliaments do not even have teeth, not to talk of biting, but here our
parliament does not only have teeth but can also bite."
This, he, however, noted did not suggest
that the nation�s legislature should not make efforts strengthen its
independence by attaining financial autonomy like the judiciary.
He added that it is only when this is
achieved that the legislature can perform its constitutional functions without
any fear of intimidation.
The Speaker, who was accompanied on the
visit by his deputy, Austin Oparah; House Leader Abdullahi Ningi; House
Committee chairman on Information, and Public Affairs, Abike Dabiri, noted that
the country�s legislature is the youngest of the three arms of government and
urged the citizenry to exercise patience with it.
According to him, the present leadership
of the House, in order to speed up the process of attaining greater heights, has
ensured the existence of an enabling environment to enhance capacity building.
He said to fully appreciate the efforts of
the legislature, the citizenry should desist from comparing the nation�s
democracy with the developed ones overseas.
