Senate Refers Bill on Reconfirmation of Federal Appointees to C'ttee

Senate yesterday referred the bill to provide for confirmation and reconfirmation by the Senate of any person seeking appointment and re-appointment to the Senator Felix Ibru-led Senate Committee on Establishment and Public Service.

The bill, which sought to standardise the method for confirmation of the President's nominees and appointees and other public officers for the purposes of ensuring accountability, transparency, diligence and good governance, if passed into law, would provide for the vacation of office by Ministers or other federal appointees of the President.

The Senate Deputy Majority Leader, Senator Jonathan Zwingina, the Senate Committee on Inter-Parliamentary Affairs chairman, Senator Uche Chukwumerije, and the Ethics, Code of Conduct and Privileges Committee Chairman, Senator Olorunnimbe Mamora, sponsored the bill.

Zwingina, who presented the bill on the floor, argued that "while the constitution confers on the President powers to remove his Ministers and other appointees, it does not specifically prohibit the Senate or the National Assembly from making a law regarding the withdrawal of their confirmation.

"The bill therefore contemplates and provides that any public officer confirmed by the Senate shall vacate his or her office upon an address supported by two-thirds majority of the Senate praying that the person vacate that office for inability to discharge the functions of the or for misconduct.

"The bill expects that ministers who have served their first term and are being recommended for second term by the President should provide specific information to the Senate on their performance during the first term. This is in order to ensure that Ministers and other public officers who have done well in their first term are encouraged and rewarded, and those who have not done well are identified and redeemed from themselves," he said.
