FCT Introduces IT Based Staff Registration System

Minister of the Federal Capital Territory, Mallam Nasir el-Rufai, yesterday became the first person in the FCT, to be registered in a new computerised system that aims at eliminating ghost workers, reduce man-hour of payroll compilation and identify impostors in the system.

The system was also configured for efficient payroll, and pension processing through fingerprints and pictures.

Speaking at a sensitisation workshop on Development of Human Resources Management Payroll and Pension Systems, el-Rufai said it was imperative for government to set standards for service delivery.

He said his ministry, in its bid to effect budgetary reform would review the ministry's statutory allocations to the effect that 25 per cent of its budget would henceforth be dedicated to personal cost, while 75 per cent would be spent on good service delivery.

He maintained that lack of standards had cost the country so much and decried a situation where about N756 million was lost by his ministry to ghost workers, while 16 vehicles were unaccounted for from the Education Department and 300 fake appointments discovered.

He maintained that there was need to re-professionalise and re-train the workforce, stressing that the computerisation of the FCT, state and local government project was sponsored by the Department for International Development (DFID) of the British government. He said the project was geared towards transforming the way government operates, with a view to modernising the internal administrative practices, as well as reducing waste in the system.

He reiterates the vision of making FCT have efficient and cost-effective administrative blue-print that would enhance effective service delivery.
