Kano House Suspends Council Chief Over N5m Fraud

FOR allegedly misappropriating about N5 million, the Kano State House of Assembly has suspended the chairman of Ungogo Local Government Council, Alhaji Muhammed Falalu Umar.

The decision of the lawmakers at a sitting presided over by the Speaker, Alhaji Saidu Gani followed the recommendation of a panel headed by Alhaji Ahmed Tambaya Dawanau which indicted the suspended chairman.

The panel submitted that the suspended chairman flagrantly expended the money without recourse to accounting procedures and approval of the council members.

The report noted: "After examining all relevant documents, the committee discovered illegal payments to the tune of N3, 752,547.90k without council approval, while the sum of N5, 261,000 was expended as monthly fuelling allowance between April and August, 2004.

"The sum of N863, 750 was spent on the purchase of sewing machines also without council approval, while payment of liabilities stood at N2, 683,955 also without a bill of quantity."
Other reasons advanced by the House for the action against the suspended chairman, who refused to appear before the lawmakers, was his refusal to appoint supervisory councillors since assumption of office.

The House therefore invoked the powers conferred on it by section 55(2), paragraph A, B and C of the Local Government Law of Kano State to suspend the erring council chairman.

It directed the local government council auditor to fully investigate the financial dealings of the council since inauguration.
