KADUNA— KADUNA State Governor, Alhaji Ahmed Mohammed Makarfi yesterday announced a budget proposal of N46.11 billion for the 2005 fiscal year.This comprises a recurrent expenditure of N19.69 billion and a capital expenditure of N26.422 billion.The 2005 budget of N46,116,067,480 is higher than the 2004 budget of N39,616,323,015 by N6,499,744,465.Announcing this at the State House of Assembly, Alhaji Makarfi said that N4.643 billion would be generated inernally while the projected capital reciepts would be N26,422,407,060.
The Governor said that he anticipated an increase in the revenue accruable from the Federation Account because of the high rise in crude oil prices pointing out however that “government also intends to enhance overhead cost allocation to its agencies to cushion the effects of spiral inflation in the economy as well as enhance performance generally”.
According to sectoral allocation, the economic sector which is made up of agriculture, livestock and fishery; transport, power, commerce and finance recieved a lion share of N15.987 billion followed by the social sector with N4,469,647,880.
The social sector comprises Education, Health, Information and Social Development.The Regional Development sector which comprises Water Supply, Environment, Housing, Urban Development and General Administration took the third position with N3.642billion.However, under the Economic Sector, Transportation recieved N12,989,999,595 while Education, Science and Technology got N2,506,067,650. Reviewing the 2004 budget, Alhaji Makarfi said “there is no gain saying the fact that impressive results have been achieved in the execution of both the recurrent and capital components of the budget”, adding this was achieved through enforcing financial discipline.Makarfi said that 1000 teachers were recruited to revamp the education sector while 800 medical staff were also approved for employment in the Ministry of Health during the year under review.
Other achievement which he said were recorded were; the successful execution of rural and urban roads for which contracts worth N13,331 billion were awarded. Completion and commissioning of electrification projects across the state at a cost of N1.764 billion,massive renovation of schools, government quarters and hospitals among others as well as the renovation of the House of Assembly Complex (Luggard Hall).
