Assembly Gives Council Bosses Order on Emolument

Ebonyi State House of Assembly has, in a motion passed on Wednesday, directed all the local government chairmen in the state to comply with the law that harmonised the existing salary structure and allowance paid to the elected councilors and public office holders in the local government system.

The Assembly equally set up a 7-man committee to investigate the matter so as to determine those who flawed the law.

Moving the motion under matters of urgent public importance, the leader of the state Assembly, Hon. (Chief) Tobias Okwuru, quoting section 7 sub- section 1 and 124 in the 1999 Constitution, stated that elected councilors and public officer holders in the local governments should have uniform salary and allowance payment.

Okwuru lamented the dubious characters of some local government leaders which he claimed always misappropriate the remaining balance of funds after paying the councilors and staff.

Seconding the motion, the state Deputy Speaker, Hon. Chief Sabinus Nwankwuegu, stressed the need for the council chairmen to comply with the existing law that spelt out a distinctive salary structure for the councillors so as to enable them perform their legislative functions, pointing out that any breach of the law would cause the disorderliness in the council area.

Nwankwegu added that the clerk of local government legislative arm is an administrative head and as such should be giving his entitlements.

The motion, which equally drew the contribution of Hon. Fabian Muoneke, the Assembly Committee Chairman on Information, supported the motion, saying in the face of the present reforms of the local government system, transparency and accountability should be encouraged which was the main motive behind the existing law.
