Anambra gov, ANSIEC differ on date of LG election

By Enyim Enyim
Monday, September 13, 2004

ONITSHA—GOVERNOR Chris Ngige of Anambra State and the State Independent Electroral Commission (ANSIEC) are at  logger head over the date for the conduct of local government polls in the area. Last week, the governor who was in America  for the 10th Igbo World Congress was reported to have announced that the council polls would take place within the 120 days.

In a prompt reaction, the chairman of ANSIEC, Chief Cornel Umeh who spoke to the Vanguard described the governor’s  statement as an expression of his personal opinion, saying that it was only the commission that reserved the sole right to  announce a date for the local government election in the State.

“His Excellency has a constitutional right to make his opinion. The statement is his personal opinion, quite personal. We are not  working on the governor’s proposal because we are independent”. Umeh however said the council polls would hold within this  year and added that both the election time-table and the electoral guidelines would be released this month."
So far, he said, only four of the 30 registered political parties have indicated interest to contest the local government elections.
The parties include the All Progressive Grand Alliance (APGA), Alliance for Democracy (AD), Justice Party (JP) and All  Nigeria Peoples Party (ANPP).

He said the concluded tour of the 21 local governement areas of the state afforded the commission the opportunity of identifying  problem areas in all its local government offices as well as enabling ANSIEC to reawaken the peoples political consciousness.
He said that following the lapses discovered in the council area offices, the commission had to quickly organise a two-day  workshop for the Assistant Electoral and Electoral Officers who would be deployed to the various 21 local government areas  this week.

The ANSIEC boss further disclosed that already, Administrative Electoral officers had been deployed to all the local  governments to make the offices functional.
“We must be on ground to conduct this election in the most free and fair atmosphere”, he declared.
