The federal government has been called upon to include
local governments in the federation accounts committee (FAAC) as a way of
evolving their autonomy.
The call was made by Mr Asuquo Mboho of the University of
Uyo, in a lecture delivered at a three- day seminar on �Effective Security
Documentation Reporting and Conflict Resolution in Local Government
Councils��,organised for heads of councils in Uyo, Akwa Ibom State on
Friday.
Mboho maintained that the non representation of the local
government areas in FAAC had exposed their finances to �unnecessary
interference� by the states.��
He noted that the submission of council budget to state
Houses of Assembly for approval and the imposition of spending limits on the
chairmen of councils constituted a stumbling block to the realisation of the
autonomy of the councils.
�In fact our fiscal reforms for the 21st century should
promote autonomy through decentralisation of government activities, he
argued.
�It should also promote the decentralisation of programme
by allowing local government councils to raise significant revenue and spend
it for local people who are in dire need of development, he emphasised.
�For autonomy to become a reality, there is absolute need
for the return of prisons, fire service, customary courts and local police
back to the local government councils,�� Mboho said.
He wondered why local government accounts should be
submitted to state auditors-general for vetting, when the governors
challenged the submission of their monthly accounts to the federal
accountant general as ordered by President Obasanjo.
He called on federal and state governments to minimise �unnecessary
interference in the day-to- day activities of councils, if the philosophy of
establishing local governments must be achieved.
