Reps evolve new strategy for oversight functions
MEMBERS of the House of Representatives have devised a new approach in handling their oversight functions.
The chairman of the House Committee on Marine Transport, Emeka Ihedioha, disclosed this on Monday when he led members of the committee on the first phase of the committee's oversight function at the Ministry of Transport.
He said the committee would adopt "SOME" strategy. He said the acronym means 'scrutinise, oversee, monitor and evaluate' implementation of budget so as to ensure prudent management and judicious disbursement of public funds appropriated by the law.
To faithfully carry out the functions, the various sub-committees in charge of the various parastatals had been directed to monitor adherence, or otherwise, to the tenets and letters of the 2004 budget to ensure its implementation.
The chairman bemoaned the exponential increase in budgetary allocations whereas the condition of living of Nigerians continued to deteriorate.
He said it was this situation that informed the new strategy of oversight function but pointed out that the exercise was not intended to witchhunt or malign the integrity of the executive.
He commended the Transport Minister, Abiye Sekibo, for ensuring faithful implementation of the Cabotage Law, assuring that the House would be willing to share with the ministry problems encountered in the process.
The minister equally commended the committee for the steps so far taken to put the ministry in proper shape, noting that the effort was commendable.
