World Bank chief lists gains of Fadama agric project
From Saxone Akhaine, Kaduna

THE World Bank's Task Team leader for the National Fadama Development Project, Mr. Sidi Jammeh, on Monday re-echoed the gains of the agric programme.

Also, the second phase of the project, Fadama II, which will cost about N15 billion, would be launched on October 4 in Bauchi State.

He disclosed this in Kaduna on Monday when he led a team of officials of the state to meet with senior government officials for discussion on the project, which is co-sponsored by the World Bank, Africa Development Bank (ADB) and 12 participating states in Nigeria.

Jammeh, who was also on supervision mission to the Fadama Project, told reporters, after paying a courtesy visit to the Deputy Governor, Mr. Stephen Shekari, that the aim of the project was to increase income in those sectors not affected by the country's oil revenue.

Said he: "Support under the project would be based on participatory and socially inclusive development plans created by the users of Fadama resources."

"We are expecting that 50 per cent of Fadama resources users, who benefit from the project supported activities, would have increased their average real income by at least 60 per cent; at least 60 per cent of Fadama Community Associations have implemented their local development plans and other projects supported activities and they have conflicts reduced by at least 50 per cent," the official added.

He insisted that the Fadama II Project would accomplish its goal of increasing the supply of rural infrastructure, improve productive asset acquisition through matching grants, advisory services and improve mechanism for conflict resolution between pastoralists and farmers.

He argued further that advisory services would be provided through a demand driven approach, as producer associations would be empowered to purchase their own services and also have better access to improved products market.

Besides, conflict resolution efforts entrenched in the project would ensure that all groups included in the participatory planning processes that result from the local development plans, the world bank official added.

He pointed out that the project would support capacity building of Fadama Community Associations, user groups and other stakeholders in the 12 participatory states which included Adamawa, Bauchi, Gombe, Imo, Kaduna, Kebbi, Lagos, Niger, Ogun, Oyo and Federal Capital Territory.
