Speaker of the Kwara State House of Assembly, Alhaji Issa Bio Ibrahim, has tasked the Law Review Committee of the state to work assiduously to be able to achieve the desired goal.
Ibrahim, while receiving the members of the committee led by its chairman, Alhaji Yusuf Ali (SAN), acknowledged that the review exercise is long overdue which necessitated the budgetary approval by the Assembly for the purpose.
He however pleaded with the committee to move back the review year from 1994 to 1992 while all subsidiary legislations and omitted laws should be taken care of.
The Assembly Speaker noted that when the laws are not in the proper forum, it can lead to problems, adding that "a law that has been repealed earlier or amended before may end up being repealed or amended all over again."
According to him, appointment of political office law No. 1 of 1999 brings about repletion and confusion, remarking that the law has become inaccessible to all concerned, "because they are in scattered form."
He argued that the review of the laws is essential at all times for the purpose of updating those laws, noting that the laws which are in three volumes do not contain the laws made in 1992-1994 and observed that even as at the time the 1994 volume were prepared, "there were some laws that were omitted and the subsidiary legislation should also be well taken care of during the exercise."
Earlier, in his remark, the chairman of the committee explained that the main objective of the committee is to review and codify the laws.
He emphasised the need to embark on the exercise in order to make the laws available and accessible to all citizens of the state.
The legal luminary reminded the speaker that the laws were edicts as they were promulgated by the military, adding that it is necessary for the Assembly to work in conformity with the committee, saying "what we are asked to do is directly in conformity with the Assembly constitutional responsibilities."
