Enugu State Government has become the first government to produce its State Economic Empowerment Development Strategy (SEEDS), taking a cue from the Federal Government's directive to replicate the National Economic Empowerment and Development Strategy (NEEDS).
Commissioner for Human Development and Poverty Eradication, Mr. Ogbonna Ike, made this known while briefing newsmen on the activities of his ministry in its first anniversary, saying the SEEDS document will be formally presented to the public in October.
The programme has the over-aching goal of achieving sustainable poverty reduction by the enhancement of human capabilities and livelihoods through broad-based wealth creation and employment generation, he said.
Ike explained that the strategies adopted were directed at improving the level and quality of basic infrastructure, enhancing effectiveness and efficiency in the delivery of basic social services as well as supporting agriculture and small-scale manufacturing and services.
He also listed other objectives of the Enugu SEEDS to include creating an investment friendly environment and managing the environment and natural resources in a sustainable manner.
To ensure a successful implementation the SEEDS document highlighted areas that would be reformed to ensure a Said he: Reforms identified as needed include enhanced transparency, communication and citizen participation in strategy and policy development, service delivery reform inn the public sector, improved public financial management and the optimal use of existing institutions.
Ike said the development of the SEED document spanned one year and was done through inputs from all stakeholders including local government officials, members of the legislature, traditional rulers, business community, civil society groups and international development partners.
He assured that with its "strong focus on implementation," which has already commenced, the Enugu SEEDS would achieve the desired goal of reducing poverty.
