Fresh Facts Emerge on el-Rufai's Aide From George Oji in Abuja Investigations on the US dollar component of the agreement under which Dr. Abdu Muktar's services were engaged at the Bureau of Public Enterprise (BPE) has shown evidence contradicting the report of the Senate Public Accounts Committee (PAC) which alleged that Muktar was paid in dollars from the coffers of Federal Government. Muktar, an aide of Federal Capital Territory (FCT) Minister, Malam Nasiru el-Rufai, was seconded from BPE to the minister as a Special Assistant. THISDAY investigations revealed came as a consultant to BPE under a USAID-supported programme and has never been on "government payroll" as was reported by the Senate. THISDAY found out that it was not true as alleged by the Senate that it was the minister that fixed Muktar's remuneration in dollars and effected his transfer from BPE to Federal Capital Territory Ministry as alleged. Documents from the Ministry of Finance revealed that the agreement for Muktar's employment was signed between him and the Finance Ministry, which acted on behalf of Federal Government. Terms of the contract entitled: "IDA Financed Consulting Contract for the Provision of Special Assistant to the Honourable Minister of the Federal Capital Territory on Public Reform" revealed that Muktar was engaged as a consultant for "a period of one year from July 18, 2003 to July 18, 2004 or any other period as may be subsequently agreed by the parties in writing," and he was to be paid in United States dollars or its equivalent in naira.
