Mr Olympio received the document at the Togolese embassy in Paris and said he would travel to Togo soon. The European Union has made talks between the government and opposition groups a condition for the resumption of financial aid to Togo. Talks were announced in April but were then boycotted by Togo's two main opposition groups. The European Union suspended aid to Togo in 1993, because of its poor democratic record. Confiscated Since an assassination attempt in 1992 Mr Olympio has lived in exile, splitting his time between France and Ghana. Mr Olympio's Ghanaian passport was confiscated by the Togolese immigration authorities when he made a brief trip to Togo last year. He was barred last year from taking part in Togo's presidential elections because he did not live in the country. Togo's President Gnassingbe Eyadema seized power in a coup in 1967 and is Africa's longest serving leader.
